Bumped my neighbour's car. At least I think it's me. What would you do?

Yesterday I was out all day and on going back to the car park I noticed a scuff on the rear corner of my car with black paint on. I used T-Cut to get it out and took the car to a car wash. I presumed someone had done it in the car park.

This morning I set off for work and saw my neighbour opposite who has a black car has a scuff on their front bumper with blue paint (my car is blue). I now think it was me, though I haven't noticed having bumped it. The evidence seems to stack up but I thought I would have felt it if I'd hit it.

What would you do?

Would you say something, because I'm already feeling guilty. What would happen with the insurance company? Wouldn't I look a bit of a tool if I said I thought I'd done this but couldn't prove it? Should I go and knock on their door or wait and see if they say something to me? What if they accuse me and I say I don't recall it? I don't know these people at all they only moved in a short while ago.

Could they have scuffed/bumped you? I think it's quite unusual to not notice bumping into another car.

Did the carpark where you left your car have CCTV? If so, you could ask them if you could view the footage.

You’d know if you hit them, so maybe they hit you. If your car is fine, though, I would just leave it.

Do you have to manoeuvre your car round theirs to get out? I really think you’d notice if you’d clipped the car.

They might have given up going out after hitting you, or gone out and parked back in the same place.
Is it more likely they hit you or the other way round?

You'd notice if you bumped your car.

I suspect they either bumped you or it happened elsewhere and the paint colours are just a coincidence.

No, you cannot view CCTV whatsoever under the relevant legislation. This is a non-starter, so @KatherineSwynford1403 don't waste your time trying that one.

It wasn't me! I had a good look yesterday and the scuff on their car is too low down and the damage is too serious. Doesn't match up with the marks that were left on my bumper. So somebody hit my car and drove off.
