Possibly blackfly? It’s hard to see clearly. You can wipe/blast them off with water or use a pesticide spray if necessary.

Best thing is to make your own spray. I use this recipe and it has worked.

Combine one cup (240 mL.) of oil, any variety, such as vegetable, peanut, corn, soybean, etc. with one tablespoon (15 mL.) of dishwashing liquid or other “pure” soap.

Be sure to avoid any dishwashing liquids which contain degreaser, bleach, or those that are for an automatic dishwasher. Mix two teaspoons (10 mL.) of this “soap” mixture to every cup (240 mL.) of warm water and put into a spray bottle. Mix only what is needed for a one-day application

Have made myself oil and soap liquid and just waiting for the rain to stop to give it a go. Fingers crossed it will work 💐

Don't use pesticides Sad

What you need is ladybirds to move in. Or I have lovely blue tits who eat these.

Give some a rinse if you really feel the need but don't remove I would personally leave them as you need the lower-tier bigs to attract the good garden wildlife to move in Smile

All very well, but... for weeks now I've been waiting in vain for ladybirds, blue tits, anything to come and eat the blackfly swamping a large shrub in my front garden. It's 4 feet high and wide, and absolutely smothered from tip to toe in a billion blackfly. It looks disgusting, and is now dying back, and I'm going to have to drastically prune it before it kicks the bucket altogether. Wish I'd sprayed the bastards at the beginning.
