Does everyone get the 400 pound payment on October?

Seems like it's everyone. It is to replace the previously offered £200 that was repayable. This one is not repayable it seems, it will be paid directly to the energy firms over 6 months from October. I think that's correct.

Everyone, regardless of your income level. It'll either be added to your energy account by your provider or if you have a pre-paid meter they're looking at applying the credit directly to the meter or sending out vouchers. Doesn't sound like they've worked out which way is better yet.

So if a person begins a new flat rental in late August and commences a new contract with an energy supplier, they would be eligible ?

Everyone is eligible. You don't 'get it' as such, it's paid to each household's fuel account to help towards the cost of fuel. Not much use if you've got an oil tank to fill like most people around here (and many other rural areas!)

But you'll still use electricity - I suppose someone's going to pop up and say 'what about me I don't have electricity, but that number must be vanishingly small in the UK).

It might take a few months for your credit to be used up, but you'll benefit from it all the same. Just use the money you're not spending on electricity to help towards your oil costs.

That will pay for about three months of fuel so I’m pleased about that. I didn’t want the “loan” of £200 S hated the idea of paying it back. Then my £150 rebate will pay for just over another month. It has effectively helped me have the same energy bills as before all this kicked off, for about a year. I’m happy with it.

I understand that but if you heat by electricity or mains gas then you will have the money in October to put your heating on whereas those who need to buy oil will not have that privilege and will not be able to put oil in their tanks in time for winter!
I'm in the fortunate position of being able to fill my oil tank but I know there are many around me who are not. Our MP has been campaigning for a fuel price cap to include oil which is the fuel of 'non choice' for many in rural areas! And we live in a large village just off a major A road but the gas pipeline bypasses our village to the east and the west!
