Best way to get ID for teenager turning 18 this summer

Dd turns 18 this summer and she is hoping to go to an 18+ event on her birthday. Unfortunately she doesn't have a passport and with the difficulty getting them at the moment it looks like it could take too long to come. She could apply for a provisional driving licence. On the gov website it says it is only taking a few weeks but some friends told her it could take much longer, up to two months. The other option was a citizen card but for these they only send out the 18+ version the day before your birthday and I am a little nervous about it turning up in time. Has anyone else applied for any of these recently? Or is there any other option we could try?

Has she ever had a passport? Renewals aren't too awful.

No she hasn't had one before, we couldn't really afford to go abroad when she was younger. We can afford it now and a passport would be my first choice but it's looking like a possible 10 week wait which would be too long.

I worked in pubs and most of them did not accept those citizen cards as proof of ID. Had to be either passport or driving license

Hasn’t she got an older sister / older cousin that she can borrow their ID for? What all of us did at age 17!

If the citizen card includes date of birth does it matter so much if it's the underage one ? (not british so just a shot in the dark).

when in "the summer?" Is it more than 2 months time? I'd just apply for the driving license now without any further delay, it lasts 10 years so chances are she will likely learn to drive at some point so even if it arrives a few days late it's a needed purchase anyway, plus is less than half the price of a passport. Citizen card seems like a waste of money if half the places don't even accept it.
If driving license hasn't arrived by a few days before her bday citizen card seem to offer a last minute (but more expensive) fast track option as a back up.
Looking at this there are a few alternatives to citizen card that are recommended by challenge 25 as suitable ID but they all seem to be the same price.

I had my driving license replaced last week in 17 hours by post Shock

INSANELY fast

Dh filled in the form online at 2pm as mine had gone out of date (does everyone else know they expire after 5 years now, cos I didn't)

Was through my letterbox at 9 am Shock

Dd applied for a replacement driving license last Thursday and it arrived today - after being a BH yesterday.
