Advice from older teaching professionals *CSA trigger*

I want to keep this factual.
Time frame- mid to late '90's
I was a very 'good pupil in that my grades were always in the top 10%. However in year 10 I had a new form tutor who must have sensed something off and tried to talk to me multiple times.
I ended up agreeing to speak to the school counselor. However my recollection is that he was pretty much there to deal with 'problems children. I confided in him that I was being sexually abused by my parent. I don't remember much of the conversation, I probably asked him not to tell anyone.
I had one session. Then nothing. I would have been 14 at the time.
I'm considering making a complaint against the LA, as I told a school professional I was being sexually abused at home.
However, I don't know what the role of these counselors were in the 90's? Would record's have been kept? Would they have been expected to escalate it?
Any advice much appreciated. Thank you.
