Are employers allowed to tell you they no longer want you to wear a mask and tell you that they will only let you if you ha e a doctors note?

No. It’s entirely up to you if you want to wear a mask or not.

Government advice states:
Staff are not legally required to wear face coverings in the workplace but may choose to wear one.
An employer cannot ordain that you cannot do something that may safeguard your health.

Would it be overkill to go to hr or a union of a manager was pushing back on your choice?

If a manager has an issue, I'd link them to the health and safety policy of the organisation which should contradict the manager and the government advice as I posted above - linking to the document. I'd also cc the heakth and safety rep and HR into it, as long as the manager has stated the issues in email.

If they have cited it in email, I'd send an email, asking for confirmation of the expectations re masks that he has discussed. Not having this as evidence could lead to them denying it all.

Employers can set rules about what is allowed or not in a workplace. However, in my opinion, not allowing face coverings to me has no regard for family life, and if you have a person in your household who is CEV you'd probably want to keep wearing one. Health and safety at work is also a joint responsibility, and so you could argue you are exercising your responsibilities.

There are also a small number of people who for genuine medical reasons could not have the Covid vaccine.
