Please explain the situation with a 4 year old and starting school.

A relatives DS is 4. 5 in october this year.
wife doesnt work but her DH has a take home pay of £2600 pm.
Only get child benefit and no other benefits.
Is the child entitled to 30 hours free nursery now and full time school in september this year?

I can only remember DS doing nursery half days from 3-4, then full time school at 4 1/2.

What is the entitlement now?

Yes you can start full time school in the September of the school year you will turn 5. So it could be after you are 5 if DOB 1st Sept or a whole year before you turn 5 is DOB 31st Aug.

Both parents have to work for the 30 hours childcare.

I believe only 15 free hours if only one parent works. It’s 30 if both work.

But yes, full time school in September.

Depends on their circumstances: www.gov.uk/30-hours-free-childcare.
They are definitely entitled to 15 hours per week now and full-time from September. If both independently earn enough or the child is judged to benefit then they might get 30 hours. Many nurseries allow subsidised additional hours, you wouldn't know the difference between which parent paid a school nursery for some afternoons and which were free.
I'm a bit confused about why it's your business if this is a relative. What problem have they asked you to solve? Or are you playing games?

Have they applied for a school place already? I think the deadline has passed. Their child will be one of the older ones in their year at school. Any free hours they are entitled to (15/30) are from the term after their third birthday.
