Troubled neighbour cruising for a non-mol

I live in a block of flats. Typical for an English small town, a lot of us are on "hi/bye" terms and there are a few I know a bit better. However mostly everyone keeps separate.

One resident, a man of 40ish, clearly has some difficulties. He has taken over gardening one of the common areasand it looks stunningso he clearly has a sort of community spirit and a lot of time. He usually comes across as boyish. However I've noticed him suddenly losing it and screaming at people in the car park over parking, etc. I give him a wide berth.

So he's acquired an idee fixe that we all need a certain facility improvement on our grounds. It's not something I'm particularly bothered about. However he's made it into a great crusade, printing out and distributing reports about his struggle with the landlord. He leaves updates through our mail slots every night.

I looked at the first report and got the gist, he was also asking all recipients to fill out this petition thing with all our details and return it to him, to then pass on to the landlord and I think the Council. I don't doubt his intentions but no. He definitely doesn't need to know my name etc.

Now he's started knocking on people's doors! I just look and don't open but I heard him telling my neighbour, "Why haven't you completed the form? I shouldn't have to come round like this!"

I'm toying with the idea of emailing the landlord telling him to issue a warning to this guy.

I would definitely tell the landlord, and don't ever open your door to him, no matter what he says. He's looking for a reaction, so don't give him one.

It sounds annoying, tell the landlord but it's not behaviour that would warrant a non-mol...
