Thermostat question

In light of price increases.. This might be a daft question but, if you set your thermostat to a certain temp, eg let's say 20 degrees, what you're doing is regulating the temp of your home to always remain at 20. So radiators come in and go off accordingly in order to keep the home at 20. How come, if that is the case, on cold days I always feel colder and need to increase the thermostat?

I have really turned the thermostat down due to the increases and I’m freezing today tbh .

I read something once that said that the temperature you feel is affected by the temperature of the physical house around you rather than just the air temperature (which is what the thermostat measures). Which would explain why on a not very hot summer day, my room thermostat might be showing 18 degrees, but I'd probably be wearing a pair of jeans, a t shirt and bare feet. Whereas in the winter, if my thermostat was reading 18 degrees because the heating was on, I'd be wearing the same plus slippers and a thick jumper. No idea if that's true though.
