Parking Notice Charge for parking in a Hospital car park.

I currently have a few health issues and have some hospital appointments atm.
I had a blood test last week and have just had a parking charge notice from a company called CPP who obviously manage the car park for the hospital.
I don’t understand why I have received it.
When you arrive at the car park a barrier goes up and let’s you in (obviously it then takes a pic of your car registration plate), when you are ready to come out you go to the machine and enter your reg, it shows you a pic of your car and you pay, then upon exiting you drive up to a barrier and it lets you out.
I always pay when I park and did so on this occasion. Stupidly never get a receipt but I have never had any issues before.
I have no idea why I should have a fine for £70 for a parking fee I paid for.
I have emailed PALS and tried ringing the parking company but can’t get through.
How the heck do I prove I paid without a receipt?
I can’t afford the fine and don’t see why I should pay as I paid my parking fee in good faith.

Seems like there’s been issues in the past with the ANPR system at Colchester Hospital.

Fiona Sparrow, head of facilities East Suffolk and North Essex NHS Foundation Trust - which runs Colchester Hospital - encouraged people to contact the trust directly with their concerns.

I’d try contacting the hospital facilities people with details of the PCN (which doesn’t seem to tell you what the infringement was?), your proof of payment and the fact that the barrier opened for you.

That's a terrible notice OP, apparently the fine was issued in the future - 11/3/22.....
It says 11/2/22. It says it twice.

It says the date of the 'event' was 7 Feb and the ticket was issued on the 11th.

The other dates are the 14 or 28 days by which the payment should be made.

Pay the £35 fine. Even if you're in the right, it's not worth the hassle.

Before you know it, it'll go to the full £70, then £200+, then you'll have threatening letters reg court, etc...

Trust me, you're better off paying the fine first/now, then complaining to the company.

When she has debit card transaction evidence that she paid?

CoffeeLover99 but why should I do that without at least appealing? Why should I pay this money when I was having treatment in my local NHS hospital and paid my car parking fee in good faith. Why would I lay down and pay out to a company which had as an annual turnover of £25 million. Why?

I will write to the appeals address but I still don’t understand why I’ve been fined. I’m am certainly not going to pay out until I know why.

I think they have to state why you have been charged and if they don’t do this the charge is invalid. Definitely appeal and don’t pay.

@doradoo I think that date is the 28 day deadline.

@CoffeeLover99 that doesn't happen if you go through the correct channels, I went through popla and the charge was dropped. Op will have a paper trail to demonstrate she appealed within the necessary time frame.

Contact PALS first. I’ve experienced this and that is what I was advised to do by the hospital.

I have never parked in a hospital car park since. I only park at pay at exit barrier car parks because these parking people are scumbags. There is a lot of info on line about them . If this means I don’t use a shop or supermarket then that’s fine by me!

Worth reading this website prior to do anything. I researched this extensively when i received an incorrect ticket - hence I won’t park in many many places!

That's the deadline. That's 28 days from the date it was issued. Which is at the top.

I would appeal purely on the grounds of not knowing the why. It could be for anything. Once you know why then you can decide if you want to continue with the appeal or pay up. Frankly this looks like a scam. Is there a private cctv camera opposite/next to 5he real cctv camera and piggybacking off the legit parking firm?

PALS have contacted me and said they have referred it onto the Travel Plan department, whoever they are but hopefully they may be able to help.

Is it possible you mistyped your car reg when paying? So they have a car reg which needs to pay and a payment for a car reg which doesn't match.

I would call the number and see if you can speak to a human. Should be easy to get it fixed if it us a mistype.
