CV help please!

I'm helping a friend write a cv that needs to be turned in tomorrow morning so it's all very last minute. It's been decades since I wrote a cv so if anyone could help I'd really appreciate it!

When writing the introductory paragraph, is it better to write "I am a hardworking, dynamic individual that.... " or "Hardworking, dynamic individual that..."
Also, what do recruiters really want to see in the opening paragraph? Everything I come up with just seems boring and full of business wank speak.

Should previous work experience be in paragraphs or bullet points? Past tense or present tense? Anything else that helps a cv stand out?

The job is wfh making calls to the general public for a government body. Similar to track and trace but not that.

What the recruiter usually wants in the summary paragraph is to see the skills they've asked for in the job ad - make sure all the essentials are included to show that the candidate is a good match, has read the ad properly and has tailored their CV to the actual job rather than sent the same generic CV out to everyone. (Some recruiters use software for the initial sift so if the key skills aren't included there, it won't even make it to the human recruiter stage.) In the experience section, I'd give examples of key achievements not just elements of the job description. I'd always bullet point the experience bit for brevity and not use 'I' format in the summary section but that's possibly just personal preference. Good luck to your friend!
