Who do I complain too?

My neighbour has had his terraced house converted into 2 flats. I don't know what he's done to the walls but we can hear everything. Loud banging in the mornings (pots and pans) as there is now a kitchen next to our bedroom. Can we complain to the council? It seems like he's thinned the walls down so much.

He will have got planning permission and you would have got a letter from the council if he went through the proper channels.

You need to phone the planning department of your local council.

Thank you. Yes he did get planning permission. However the walls have no soundproof. There's a toilet and kitchen next to our small bedroom and master bedroom. We can hear when they go to the toilet in the middle of the night etc

Prob not thinned walls more likely less furniture And carpets that absorb the noise.

You can check the details of the approval given online. Google your local planning authority name (your city / area) followed by 'planning public access' to search the local approvals.

There's no timescale for completing the work (unless it's stipulated in a planning condition - check the approval notice online - see above) just a timescale for starting the work, which is three years after approval.

Email someone from the planning department at the council and ask them.
I had exactly the same happen next door (2 bed terrace turned into 3 bedsits 😑).
