Really noisy air vent/aircon noise - driving me nuts

I’m not sure who/how to complain about this.

For the last few months there has been a loud whirring noise 24 hours a day. It sounds like a noisy air vent or plane taking off, and it is disrupting our sleep - and is generally irritating during the day as we work from home, and I can even hear it over the tv too.

It never stops and we can even hear it through the double glazing (and with the warm weather we have to juggle having fresh air / noise at night).

It can’t be right can it that someone can just install a flipping Scud on their roof can it? There are several large building projects going on at the moment nearby so I don’t even know if it’s a permanent thing, or even pinpoint where it’s coming from. I can tell roughly where but it’s just so loud it echoes all around.

There were huge fans on the top of a tall building in the east end that were stopped as they sounded like helicopters in the roof, and the locals managed to get them silenced. Sadly around here it’s a lot of short-term renters and hotels and noone ever seems to complain about anything apart from me (then whinge about a street party going on until 4am...).

I’m just sitting here, listening to the whooshing roar and considering earplugs. It used to be really quiet around here too!

Hmm you’re going to need to figure out the source in order to do anything about it. Sounds a bit like someone’s installed air con near you and not put any kind of soundproofing round the external box. If so then they may have breached planning. Worth walking round and seeing if you can figure out where it’s coming from, maybe ask neighbours if you have a Nextdoor or street whatsapp group?

Would drive me crazy so sympathy to you

It’s hard because it’s all high rise - it could be a large block that’s going up on the main road - or the shopping redevelopment, or even something else! Or maybe something that was there before that’s been modified or has busted. When you are on ground level it just blends into the usual street noises. Argh!
