Travel to the UK with children: Day 2 testing

So we live in an amber listed country.

We would like to visit the UK to see grandparents we've not seen for 2 years. I am fully vaccinated as is my dd aged 14. I have two other dcs under the age of 11.

In our country, we can get free COVID tests. I'm getting the dcs tested twice before we come to make sure they are negative and that their documentation arrives in time for our departure to the UK.

It seems the UK governement don't worry about negative tests for 5-12 year olds entering the UK as long as their parents pay for an £89 Day 2 Test after arrival in the UK.

Our under 11 dcs could be positive for COVID and spread it in the UK before their Day 2 test results show they are negative. Quarantining / isolation is not required until a positive result is shown.

I will make sure my dcs are negative for COVID before we travel to the UK so they will not add to the infection rates.

But why does the government not actually require negative tests for younger children before they enter the country?

And why do are the tests £89?

There's really not much difference.

My point is why are they happy to let in untested children but insist on tests only after they've arrived and could have seen many people?

Mine won't but some people might be misled by this casual approach.
