Can foxes climb/jump on to wheelie bin from the pavement

We have an odd side Garden that runs along the pavement, my neighbour told me this morning that the fox has been on the wheelie bin looking over the fence at our Guinea pigs, can anyone tell me if this is plausible- so normal height of large wheelie bin to the pavement. I ask because our neighbour is quite a peculiar old man that makes up quite a few things to get attention. He sits on the garage roof in his underpants sunbathing so he can see when you are coming and going. You can never get out of your house or come home without him talking to you for a very long time. He talks to loads of people passing his house in this way so he is not short of people to talk to. He winds up situations so for example, we had this man who kept using our residential street to run a business from a residential garage that he rented, most people were weary of him as he was sexist and intimidating. Anyway, he would park across my drive and I don't have a permit to park on the street so this was annoying when coming back from work as it is quite a congested area. I overheard my neighbour wind him up, saying that I was livid about the situation, the next day I had a dog poo on my doorstep and I think it was this guy getting revenge as he owned a huge dog that he would bring with him to his pseudo workshop, don't know for sure but I also overheard the mechanic guy say to a young woman jogging by that my husband was a stuck up Wanker and he had got his own back. My neighbour will say things like he is friends with Cher and he has one of the richest friends on the world who lives in the USA. Due to the hugely (what I suspect) is exaggerated stories and wanting to talk to you for hours, I am unsure if the fox thing is true as he knows I would be immediately alarmed. I WFH at the moment and have never seen this but still I don't know what to do as we have paid 2000 for fencing that is about 5ft7 around the court yard style garden so that we could let the Guinea pigs out to run around their hutch. If anyone has a clue or experience of this or what we can do I would be grateful.

I've heard foxes described as cat software running on dog hardware. They are very athletic!
This is perfect - they're such a weird mixture of the two.
