I have read the lyrics in romaji but they made little sense. I tried piecing it together by translating each word separately, but still am lost.
(I'm familiar with grammar to some extent, and the eras, so it's not a lack of history knowledge - wikipedia is great :))

Like the majority of song lyrics it’s doesn’t really tell a story or make all the sense.

It does sound like he is looking forward to a future after Heisei ends though.

I don't expect much coherence in japanese lyrics, but this threw me off.
I think understanding japanese lyrics is not only about understanding the words, but the context as well. Both cultural and historical. And that part is what keeps me puzzled.
Latin based language lyrics are easier to translate as they have a common cultural reference point set.
