16month old deliberately banging head

I have two DS, 3.5 years and 16 months. My youngest has always been very strong willed, and the eldest a bit more chilled out. From the moment he was born he knew what he wanted and wanted it then and there- feeds, being held, toys, whatever it might be. He would shout straight away for things, whereas my eldest never really did that.

Anyway, fast forward to now, youngest is a little bundle of gorgeousness- fiercely independent and cheeky and funny and he has the shortest temper. If he doesn't get what he wants immediately he arches his back and cries and screams, and has started leaning forward and banging his head on the floor. I'm really worried he will hurt himself, i ways rush to pick him up straight away, obviously. What can I do better to help him to manage his emotions before he is able to speak? He was an early walker and I'm hoping he will be an early talker so that he can use his words instead of getting so frustrated so quickly.

Also will add: DS1 still hasn't ever had a tantrum- I'm not sure how to deal with it when it happens with DS2. I though tantrums weren't supposed to start until 2 years!
