Building more hospitals training more medics?

So if covid is here to stay, and the allegation that lockdowns are to avoid breaking the NHS, has our government implemented any longer term strategies of strengthening the NHS? Or is their plan to continue to use the NHS as justification for future lockdowns? I'm not a conspiracy theorist. Just so confused as to what the plan appears to be vaccines and lockdowns rather than build capacity.

Capacity in terms of physical environment or in terms of man power?
The former requires investment and a timescale of months-years, the latter, if just focusing on doctors then that’s a long term plan of 5years + and 15-20 years+ for senior specialist medics.
