Does that indicate that you don't want it enough?
I've seen a job I want, only it's more hours than I would want.
I can't seem to make up my mind whether to apply.

Apply for it anyway. Maybe there will be another applicant with a similar skill set and you can job share.

If I’m not sure I always think it’s better to apply.

I might not get an interview anyway and if I do the experience is always good, plus it will help me understand the culture and responsibilities better which in turn will either get me more or less excited and help make my mind up one way or the other if I get offered the job.

Always better to apply I think; far easier to turn something down than wonder what might have been. At the very least if you are unsuccessful it's interview practice. FWIW two of the part time staff in my department applied for full time jobs, were successful at interview and then negotiated reduced hours, so worth a shot!

In this situation I always think to myself, Yellow, if someone told you that you weren’t allowed to apply for it, how would you feel? If my reaction to that is disappointment, I know I should apply.
