I can feel the breeze through the window!, fuming at heating bill

Im in a rented accommodation and during the winter it was always cold, even with the heating on..
The noise i can hear coming through the balcony window is awful, one room. Never got warm and ww did a test to check for damp and that room had a reading that was not acceptable (it was very damp).

My room is the warmest and Im laying in bed at night and i can hear the noise from outside and i can feel a breeze!!. Ive got blinds and windows up ..

Ive just checked the windows and put my hand up against the it and i can feel the window coming through all around the seals.
Ive already put the rubber stuff on along the inside of the window so when it closes it gets a tight seal ..
But now the air is coming through the actual window.

My heating bill was as much as parents 3 bedroom house!
My landlord has said the windows werw checked before we moved it but im thinking that was bull**.

The air can’t be coming through the actual window, it’s a pane of glass. So it’s either coming through the seal, in which case adding rubber sealant is the right thing to do, or it’s got a built in air vent (possible if it’s double glazing) which you’ve left open.

Is it double glazing or single glazing?

It's really cold outside so the window pane is going to feel cold to the touch, are you sure it's not just that?

Not to suggest you pay for this yourself in a rented property (but if it's going to make a huge difference to your bills could be worth it) but I had the same issue in my flat, I could feel the freezing draught from across the room in both lounge and bedroom.

I thought it was the seals and had someone in to quote for replacing them. Turns out it was in fact warped hinges causing the problem. I've had them replaced (£280 for 4 opening sections across 2 windows but I live in an expensive area for trades) and it's like a new flat! No outside noise, no draught. Much cosier.

Have you checked that your home has an EPC? Legal requirement, might have been the 'check' your LL mentioned.

Double glaze. Its coming through the seal of the glass.
