Neighbour threatened a noise complaint

Ok so I will start by saying that if this had been an issue for months/ weeks I would understand.
We have a new puppy 10 weeks old. He is a lovely if somewhat boisterous border collie. He recently found his bark and has started using it. We are obviously trying to stop this but he is still little.Every morning my dh gets up at 6am, takes him outside and then stays with him till 7am. I get up at 7am with the kids. Sometimes at 7am he barks out of excitement when we all come downstairs. This doesn't last long. He also sometimes barks when we are bringing him his food. He is very young and obviously isn't perfect but we are trying.
Today my neighbour informed us that if we don't stop him barking she is going to make a noise complaint against us. We explained that he is young and we are training him etc and we can try and stop the barking in the morning. She replied that she hates hearing dogs and any barking will be noted and reported. This is insane right? She hasn't even given us a chance to rectify it, he has only been here 2 weeks tomorrow. He doesn't bark during the night, is crate trained and I'm home all day so I know that apart from the occasional barks he isn't barking all the day. She wants him to never bark which seems ridiculous to me.

I don’t like the sound of dogs barking either but it’s part of life. If it’s excessive then I sympathise with her but sounds like you’re saying it’s only at 7am and at meal times, and it’s only been 2 weeks? She’s unreasonable.

He sometimes barks if next doors dogs are barking but that has only happened about twice. He's just a puppy so we expect it to take a little while for him to fully grasp being shushed etc. She said "I hate hearing dogs so if you can get it to stop barking please otherwise I will be making a complaint to the council".

This is the nightmare next door as far as I am concerned - yap yap yap every morning at 7am, but unfortunately it is part of life. She will be wasting her time complaining as councils expect you to put up with hours of it.

Please keep doing your best (which it sounds like you are) and I hope you can train it to be quieter and later.

You have a border collie, you are trying to train him. Not a Rottweiler or Staffie. Seems reasonable on your part.

Before 8am is a noise nuisance. He should grow out of it but you need to discourage him. Maybe give him a chewy toy when you come down?

General daylight hours unless excessive wouldn't be looked at.

Dogs and barking now and again is a fact of life if you live close to people. Your neighbour is being ridiculous.

They could put a complaint in but it's highly unlikely, that unless your dog is barking for hours and hours on end, that anything will happen, other than you'll fall out with your ndn

We do try to get him to stop but obviously he is little and gets a bit overexcited. He is much calmer the rest of the day when the kids are out. He is really clever and is learning commands well so it really shouldn't last. He will always be up and about at 7am though cause that's when we all have to get up for school/work. Fingers crossed she gives us some time before she comes round again.

In most councils it's between 11pm-7am for general noise, 8am for building works.

No council will give two fucks about a puppy barking for a few seconds at 7am!
