So, a friend of mine said ‘as per’ is a redundant phrase as both words essentially mean the same thing?! Is this true?

So it would be ‘per tradition’ and not ‘as per tradition’!
I feel like I’ve made a complete dimwit of myself my whole life!

per on its own means roughly "for each"

I will pay £1 per rose
does not mean the same as
I will pay £1 as per Rose

I have always compared it with 'as in', so will continue to use 'as per'.

That is what it means, and it's commonly used so 'correct' but yes, the 'as' is superfluous. In the common phrase 'as per usual', the 'per' is quite obviously redundant.
