Can anything be done about a will that was ignored?

I'm asking on behalf of a friend who read the other will thread & who can't get on mn currently because her dc are hogging the only computer in their house.

Her situation: The grandparents leave their estate to be divided equally between three grandchildren, bypassing a generation. A house valued around 200k (25yrs ago) and a sum of money (approx. 80k). The parents of the grandchildren were executors. This is a family that has had a lot of violence & trauma when they were younger & all under one roof. None of the 3 dc have ever dared challenge the parents. In the 25yrs since the death of the last grandparent the parents have done nothing to enact the will and the house has remained empty and literally fallen to bits & is now unliveable.. The parents are believed to have spent the grandparents savings through the intervening years. With covid now & job loss, at least one of the dc could really do with this inheritance to help them through. None of the 3 have any financial wiggle room to employ a solicitor to act on their behalf & finally get this sorted.
So my friend asks if anyone knows of what might be done to sort the situation out?

It was a toxic family all round, fraught with difficulty, hence the dc keeping their distance. They've all but given up on receiving anything.

Don’t they still legally own the house? Can they sue the parents for embezzlement of the money and do a no win no fee deal?
