Who is responsible? Accommodation owners or guests?

Apologies if this has been done before, and I have tried to google but I can’t find an answer. Who is responsible under the new COVID-19 advice re. Holiday accommodation? If a guest cottage is in tier 2, are the owners responsible to monitor where their guests have come from /if they’re mixed households or up to the guests?

I'm wondering about this too OP, my understanding is that not traveling from tier 3 is guidance rather than a law which will result in a fine. I have a cottage booked for new year in a tier 2 area & I live in tier 3. The cottage is in the middle of nowhere & we plan to arrive with everything we need & just spend the week hill walking & climbing. Won't be eating out or mixing with anyone. We booked direct with the owner and so far they haven't been in touch to cancel or ask our address. I hope you get your break sorted, I know that I'm really looking forward to a change of scenery.

OP that's Tier 3 advice (from end of lockdown on 2nd Dec) so if you own a property in Tier 3, or you live in Tier 3. Current advice during lockdown is that you can't host /stay anywhere at all unless for one of the exceptions.

I see your frustration that it's not set out anywhere as to responsibility - think if owner is in Tier 3 and lets property that's clearly against rules. if you're in Tier 1 or Tier 2 and knowingly let to people coming from Tier 3 then logic says that's the owners problem as facilitating the stay. just my view though.
