Thick leggings for 2yo

I need to get some thick leggings for my toddler. Nursery is "free flow" and she seems to spend all her time outside.

Leggings work best for her (she has some mobility delays)

Tights under leggings seem quite restrictive for her?

Any suggestions appreciated.

H&M do some good thick leggings for toddlers - sort of like jeggings. Good for winter, my DD lived in them and they are quite hard-wearing!

We just did tights under leggings as unable to find decent thick ones, other than in Mothercare and then only one pair!

Polarn o pyret do good thermal merino long johns that can be worn as leggings (or under other trousers - my DD wears hersunder joggers when it is very cold) but the jojo extra thick leggings are the best we have had.

Lands End have joggers and leggings with indestructible knees. They're really good, especially the velour joggers.
