I wasn't suggesting it was possible for everyone, I was replying to the poster who has a plan to break a law and saying she could avoid being in that situation in the first place. Her dog needs her so seems sensible to make sure that she doesn't risk close contact, the dog is happy, no one puts themselves or others at risk, no has to break the law.
