How to deal with someone at work?

We are currently going through a period of change at work with a new big boss making lots of changes as he takes over a role at exec level.
Bear with me with the blurb.
Tom (not real name) has taken over as the big boss. He is my boss and is a good guy who wants to do the best for the company.
Bob is a guy who has Tom as his boss, like me and does a similar style role but in a seperate part of the business. He was given the role sideways to allow changes to made to allow the business to work. He has been close to being let go a few times in the past but mentions his disability and manages to get away without doing his role. (His PA has not spoken to him since lockdown has happened even though we are all WFH)
Bart is the head of the department Bob left and is doing an amazing job. Works well with my team.

Tom has asked Bob, Bart and myself to work out the plan as it doesn't make sense to have all three of us at senior level anymore. Bart and I have a plan and presented it to Bob.
He has told Tom that we have agreed that he should get a promotion and Bart and I report to him.
I have emailed Tom saying that I disagree with Bobs plan and I am meeting Tom tomorrow to discuss why.

I really want to say Bob is fucking useless, has done nothing in the last 18 months and is stealing our ideas and passing off the work as his own. Seriously fire him and hire ANYONE else instead.
I'm struggling with what to say without seeming like I want his job. Any advice?

I think you need to go in and stay super calm. Explain that you and Bart have come up with a plan and that Bob refused to be part of that proactive process. Explain that Bob then knowing of the existence of said plan instead lied to Tom about what was discussed and essentially did so only for his own good and has alienated yourself and Bart in the process as you do not see him (Bob) as trustworthy and he has therefore lost both your respect which is obviously important in promoting staff loyalty and morale/productivity . Make a very quick sly remark about how you should have both seen this coming since he has been passing some of both your ideas off as his own (when probed maybe cite one example of yours and one of Bart’s). Then explain the plan you had both formulated and make sure to talk in “we”.
