Kids hair cuts

I was annoyed with ds12 today. We stood outside the barber (social distancing) 20 mins in the rain. I was telling him he needs it cut for school and he was saying just a fringe cut. But he doesn't wash it properly and it's a big mop now. He was insisting he he would only get a fringe cut which I didn't want to pay £9quid for anyway! I wanted him to get a proper hair cut, especially with starting high school v soon. Anyway he ended up walking off in complete refusal when his turn became available. I was really annoyed and took his laptop and phone away. He was really sooky and helpful trying to get his stuff back. His grandad is of the opinion he should have it how he wants it and I should leave him alone. His dad also wants him to have a hair cut and he wants to talk to him later (we are not together) but he will talk to him differently and he usually is able to relate to ds better than I am.
Anyway asides from airing my irration I wondered how much say you have in your child's hair style or cutting and when do you stop being in charge of their hair? Is it now when they refusing?

Hi, sounds like it was frustrating all round.

My view is there's been a massive period of upheaval,he's probably thinking a lot about school return, he could be nervous.

On the scale, really, how big a deal is his hair? What matters is his health and happiness. I agree with his grandad.

Give him a hug and see how he's getting on generally.

Why can't he have it the way he wants it? Surely the hairdresser, even cutting a fringe in would be neatening it up?
