Dog on the loose

I'm a bit concerned about our neighbours' dog. I dont see them take it out for a walk and it seems to mostly get exercise running round the garden which is no more than 15m long and 5 or 6 metres wide. It escapes from the garden and then runs off up the road quite often and at no point do the owners realise. Recently, it was running up the road and then taken in by someone else and one time found in another neighbours garden who then tried to catch it and return afterthe dog ended up running up across the road again. I'm not a dog owner but think this dog is bolting for freedom because it isnt walked. It is also quite aggressive to other dogs and people (perhaps because it does not get walked?) What, if anything, can we do? We mentioned it to the owners a while ago but nothing seems to change. It is mostly left at home all day and then just let out into the garden when owners are at home.

RSPCA? Do the dog a favour and get it some help. It doesn't have a voice, but you do.

You could try calling somewhere like the RSPCA, though admittedly I haven't always heard great things about them or their willingness to help. Alternatively I don't know whether local vets or rescues might be able to offer some advice?

Thanks, I didn't know if it was an RSPCA level thing but I'll give them a call tomorrow.
