Wasn't it made illegal for groups of over six people to gather in London?

Presumably that didn't apply to Boris as he watched the red arrows and then gathered with the rest of the gang (over six of them) at less than 2m distance...?

President Macron is exempt from quarantine. . You can read the reasons why on the BBC news website.

Might just suggest Mr Macron and his entourage are in one of the groups exempt from Border rules in the UK since they are

"Representatives of a foreign country or territory and representatives of the British overseas territories, along with their families or dependents travelling to the UK to undertake official business with the UK"
