Any ideas how to make fake 'ice cubes' like on top of this cake?

Use gelatine, so you're basically making jelly, but with less water so it's firmer - you can get gelatine in 'leaves' that's quite easy to use. Then either set it in a block and chop into cubes or use a square ice cube tray.

We had a cake made similar to this for FILs 60th. They were glacier mints! Grin

Melt mints into a silicone ice cube tray.
You can also make a sugar candy yourself but you need a sugar thermometer to make sure you are boiling it at the right temp.

@BrieAndChilli I don't have a sugar thermometer & can't see me using one again if I bought one so maybe not.

The mint idea really is genius though!

Make sure it’s foxes. I’ve used cheaper mints before and they melted before the cake was served!!

I did the lenses for a pair of glasses by crushing up Glacier Mints and melting them in the oven (in tea light cases). You should be able to do the same in a silicon ice-cube tray. Good luck!!
