Fly-tipping and garden waste

Boring post alert.

I frequently see threads on here about how you shouldn't let any old passing tradesman dispose of your bulky household waste, as they may fly-tip it and you will get fined.

What about garden waste? We have a couple of chopped-down trees on our drive which we haven't been able to dispose of due to lockdown. A man with a van just knocked on the door and quoted us a price to dispose of them. Does he need a permit? Is there a risk of fly-tipping with garden, rather than household, waste? I am, obviously, keen to do things legally and by the book.

I have tried Googling but have struggled to find a clear answer.

I don't know if garden waste counts as controlled permittable waste, but if you have chopped down trees to get rid of, why not advertise on Freecycle or wherever that you're giving it away as firewood or for crafts/woodwork projects and then someone would be able to use it.

Then hopefully someone will take it away for free to do something useful with, rather than risk it being dumped, possibly illegally.

I’d guess there’s still a risk of fly tipping.

Although the tips round here are scheduled to re-open next week, so maybe that will be an option for you soon?

Yes, he needs a permit.

Garden waste dumped anywhere is still fly tipping, of course it is. I'd suggest Google doesn't have an answer for you as it's completely obvious.

Phone your local council first and ask if they remove garden waste, some will do it for free.
If you have transport you can take it yourself to a waste recycling centre, there may be a small charge.

But if you pay someone, you are responsible for checking they have a valid waste carrier's licence and can show you waste transfer notes. Look on google Images for examples.

@Chicchicchicchiclana, I asked this question because we are trying to make sure we choose somebody legitimate and not somebody who is going to fly-tip the waste. I had thought my OP made that clear.

Our tips are open, but only accepting waste that people can't store at home and is in danger of attracting vermin or is causing a danger.

If you have a garden, they would probably expect you to keep the old bits of tree in it for now.

Yes he needs a permit and it is still fly tipping if he dumps the garden waste.

This would be a huge red flag to me and would suggest he either doesn’t have the necessary permit or intends to rip you off or both.
