Is it legal to sell raffle tickets in advance for a large alcohol prize

Under the licence as a public house?
The local pub is offering £150 worth alcohol in a raffle which will possibly be popular but I thought it wasn't legal to sell raffle tickets in advance as a pub or to have that as the only event they are doing (but could sell them as a small part of a larger event for example).

Probably just trying to find a way to keep the business afloat. Hardly up there with robbing pensioners, no doubt some misery will close it down if it is.

Is it effecting you in any way? What's your concern? What would you intend to do about it if it's not legal?
