Scissors for under 3s?

My child is so keen on cutting but is under 3. I got a pair of children’s scissors from Hobbycraft but they’re a bit too big for her hands. All the ones I can see on Amazon say for age 4+. Does anyone know of any good scissors for small hands?

I know she is very young but they would only be used under supervision and put in the cutlery drawer that has a child lock on when not in use, she wouldn’t have free access to them. She’s just going mad for doing cutting (and sticking! Confused)

Can she rip things up instead? Or use stamp type cutters?

DD is 3, I got her some children's scissors with plastic blades but they don't cut anything except maybe tissue. Metal ones are stressful to supervise and a bit big for her hands.

Has she got into stickers? Seems to hit a similar part of the brain!

Not a specific scissors recommendation, but plastic ones that don't cut anything else work fab on playdough - a very safe way to learn cutting skills.

Oh, if you can find some OP, I'd go for ones that are held with 3 fingers instead of 2. This style:
