Are you legally allowed to rent a residential garage on a residential street not attached to a house and repair a vintage car with Welding equipment and mechanical hoist and grinders?

As the title states- is it legal to hire a garage, with a forecourt in front of it that is shared between 3 other garages and use the area to repair a vintage car for a hobbie when you are not a resident of the street and the garage is not your home? The repair work on a vintage car is done behind a van advertising mobile mechanic services but the van has not moved for 2.5years. The person would be using mechanical equipment so welding machines, a grinder and a mechanical hoist. They would also have a Woodburner as there is no electricity. Can someone leave the waste from the mechanical parts purchased for their 'hobby' in a pile of rubble all easily visible from the street when you walk past? Can you work on this hobbie five days of the week in working hours and be a mobile mechanic bringing a secondary small lorry advertising mobile mechanic services and not be suspected of running a business? The secondary vehicle you bring is so big that it takes up the parking bay of 3 cars and it does not have a permit because the person does not qualify for one.

Anybody who can advise I would be grateful.

Do you mean you don't believe it's a hobby?

I'm struggling to think how you'd make a profit doing up the same vintage car for 2.5 years TBH, unless it were a hobby.

It all sounds legal to me except maybe the rubbish pile. If it truly is rubbish and not outdoor storage, then you might be able to ask the council to ask him to clean it up.

It is definitely not outdoor storage. It is commercial rubbish from mechanical parts packaging and bits of metal - rats have been seen near coming out of it, it is so big. There is no vintage car in view, it has never been seen and he told a neighbour that he works on stuff for customers.

Are you allowed a Woodburner on a drive next to the pavement where pedestrians go past. This is in a built up area?

I don't think the planning laws are that detailed. Using the garage for a hobby, rented or not, is fine; plenty of people take 20 years to restore an old car.

Using the garage to run a concealed business is not fine, he would need change of use.

Waste and rats come under environmental health.

Woodburner is only relevant if you are in a smokeless zone.

I would think that if a business is being run from the premises then it would be liable for business rates?

It would I imagine depend entirely on the tenancy agreement the guy has signed.
