Cheapest form of heating - electric or gas

My DD is 18 and spends a lot of time at her 19 year old boyfriend's flat. They are both students and poor, the flat has electric heaters on the walls and that's it (I don't think they're night storage heaters). He has a small fan heater which eats electricity so they are reluctant to put it on. DD has asthma and needs to be warmer - what are the options?

Gas is a lot cheaper. But if they dont have gas they'll have to work with what they have. Maybe oil filled heater would cost less to run.

Oil filled heater is powered by electricity so isn't any cheaper.
My daughter has the same issue but I just say she wouldn't think anything of spending £4 + on a pint in a pub and £4 will keep her nice and warm for the evening.

It is cheaper than a bog standard fan heater as the oil retains heat after the heater is switched off so the room stays warmer for longer

We have a convector heater and it's fine, having a thermostat is the most important thing so it's not just blaring out heat non stop. We use it on a timer.
