Crap work situation help

I have NC for this and I will be trying to be as vague as possible due to obvious reasons but could really use some advice.

Last year I resigned from my job because I didn't feel that I was adequately qualified to perform my role, largely because my immediate line manager (the lead person in the org) had no oversight of anything and I felt that all the load was on me which I wasn't qualified for and hadn't signed up to. When my line manager informed the board of my resignation, they asked to speak to me and I had a fairly frank conversation with them where I gave them a number of examples of where I felt there was a lack of organisation and accountability, on top of the fact that I did not feel adequately qualified to perform my role. They assured me this discussion was in confidence as I had no desire to raise a formal complaint or grievance and at this point I had resigned so I thought I would be leaving anyway. They then came back to me and offered me a different role with the particular responsibility I wasn't qualified for placed elsewhere, and although I still had concerns about the organisational culture, I accepted because I felt without that responsibility they were concerns I could live with.

However, many months later, the board have now decided to launch a staffing review and have stated to my manager (without warning me first) that this has been done because of my complaints of mismanagement. She's now asking me what I said to them and I'm in a really awkward position. What do I do?!

But surely your manager was aware you weren't happy with the way things were going which is why you resigned in first place. You could just tell her that you had an honest conversation about the reasons you wanted to resign, which I hope you had discussed with her previously anyway (Even if it might not have been as frank).
The board might have looked into it and found there are worse things happening.

I wouldn't tell her you bad mouthed her (if that's what you did) but if things aren't going well then it shouldn't come out of the blue for her.
