Thankfully I've not seen that since young teenagers were doing it in about 2009...

It means they are being sarcastic i think. And/or taking the piss out of someone. Its used a lot on reddit. Its very juvenile.

People use it when people are saying something stupid and they reply like that to express sarcasm

I've noticed this too - but only with my friends from one country on the other side of the world. I assumed it was something about a translation software of their computer, but perhaps not....

It's the evolution of language. The problem with the written word is it's difficult to express tone or meaning that would normally be expressed with tone of voice or body language. On social media practically the majority of communication is written. So people have come up with things that become accepted conventions.

Like ALL CAPTITALS is SHOUTING,
On tumblr you have "cry typing" typing like th;;;;s wh;;;;n t;;;ring to expr;;;ss emotional distress or sarcastically expressing emotional distress.
The dropping of full stops as they are seen as abrupt

And the over use of exclamation marks to look more friendly or humuorous !!!!!!!

It's just language doing what it's always done especially the English language and evolving.

Haha, me and my mates used to do that on MySpace "back in the day". I couldn't stand it if I started seeing it again now, but luckily I haven't.
