Anyone know about sheltered housing applications?

I have a relative who has worsening confusion and physical health problems. She's not been officially diagnosed with dementia yet but we think she inevitably will be. An application for sheltered housing has been made by my DM as relative needs the safety of this and someone on hand to help her.

We've received a letter advising that the council want to inspect her existing council bungalow and garden in respect to the application. Relative is a hoarder, increasingly so due to her confusion and anxiety, and her bungalow is very full of stuff. It's not unsanitary or dirty really, just very cluttered.

My DM is concerned that the hoarding in relative's bungalow may mean relative is denied a place in sheltered accommodation. Can anyone advise please? It would be possible to empty the bungalow somewhat but this would be a big undertaking, only to have to deal with it all over again if the move to sheltered housing goes ahead.

Of someone could be present during this visit they could explain that the bungalow will be de-cluttered before moving.
The support at sheltered housing will mean she will be unable to get the apartment to that level of hoarding.
It could show her need for sheltered housing so I wouldn’t rush to de-clutter just yet.

Yes that is what I feel, that the hoarding demonstrates why she needs the sheltered housing and might work in her favour. DM is worried that the hoarding might mean she's not accepted for sh. I don't want DM to go to a lot of inconvenience and physical effort unnecessarily to empty the bungalow before the inspection. But we really want the transfer to sh to go ahead so we want to be really sure!
