He responds, I'm a good swimmer

With absolutely no context...

The responder feels unable or unwilling to the drowning comment seriously and has treated it as if you meant it lighthearted

Well I’d honestly respond lighthearted unless it was an extremely close friend or work colleague as I’d just not know what to say.

I try to problem solve and anyone saying they feel like they’re drowning to me would make me think they needed help, either medical or practical to offload some work.

Better if they’d said ‘ I am a trained lifeguard’ but I assume it was meant that way.

Depends on the rest of the conversation and the relationship generally.

I've made this exact response to someone and I meant that I would save them.

But I am not him and if this man is a joker or a twat, he may very well have meant it as a very poor joke.
