Day Time Noisy Neighbour - Legalities?

We have a neighbour who is constantly noisy, it's a business, so we expect some evening noise as his kitchen is right under out bedroom window, but this is worse as despite an aircon unit, he constantly has his windows open. He also sets his fire alarm off at least 5 times a day, often waking us up in the early morning & sometimes late at night

On top of this, he uses his property as a church. Sometimes it's clear there's
more people in there screaming to the heavens, but every day, at least twice a day, usually much more, he is screaming as loud as he can with windows wise open

I'm currently listening to 'Jesus, Jesus, hallelujah
, hallelujah" on repeat screamed as loud as he can, so far it's gone on for twenty minutes. He is a very loud mouthed man & from previous run ins with him, a nasty "racist" man. (Anti White) He's also very adept at acting charming to win people over if it serves him. I'm ill today, so had hoped to rest up & recover, no chance of that with this constantly irritating noiseHmm

We have complained to EHL in the past, he was breaking every food hygiene rule going, working TIL 3/4 am when he has restrictions on his kitchen to be quiet & packed up by midnight. Takeaway has always been there, but we've rarely had problems in the past 20 years. They did come down on him he was playing loud reggae music non stop, plus renting out rooms illegally & using the yard under our window for his tenants who liked to have all night dope smoking parties out there Hmm Thankfully EHL stopped him leaving rice out for flies & rats, stopped him opening outside his permitted hours & stopped the worst of the music. We overheard him not difficult as he shouts continuously boasting about manipulating EHL "laughing, Tell the ugly white bitch what she wanna hear, they can't do nuttin if you pretend to play the game"

We did have an ongoing problem with a local pub, which was finally resolved 2 years ago & we've had no call to complain since.

Last time I tried to complain we were given an awful EHL offficer who started the conversation with "mm, I see you've made over 70 complaints"Confused turned out that she meant the pub, which had been an ongoing & proven justified complaint over 10 years. She made it very clear that she had no intention of taking it seriously. Told me to speak to him & when I pointed out that we had in the past & he was abusive, she made it clear she didn't believe me.

We asked for a different case officer, which didn't happen & attempts since have lead to contact from the same case officer, which is clearly a waste of time.

Apologies so long, but there's a lot of background & I'm lost as to whether the daytime noise is something we can legally complain about to, as that seems to have been ignored by EHL & so he does what he likes. He also works in the kitchen after hours, sometimes cooking all night for festivals, but the takeaway is closed as per his license- surely the kitchen should be closed too?

Mainly, does anyone know the rules on daytime noise levels please & if this is something we can complain about

Night time noise still happens, but thankfully improved. Rats gone, but the mess in his yard has me thinking it won't be for long

Are there any restrictions in your deeds? On my street only Doctors and dentists are allowed to work in the houses without express permission from the council. I have written permission to run my business from home, but permission would be revoked if any neighbour complains (or I put up any advertising on the property).

I woudl probably move. Sounds more trouble than its worth with the pub and evangelical church!

Who was there first though? Sadly, there are many people who move next to or near to an existing, sometimes traditional old pub and then begin a campaign of constant complaints. Ditto for mixed business and residential living. Near me are barbers who have been in that neighbourhood since the Fifties. During the day, they can be raucous and have lively discussions. It had been a meeting place and part of the community for a long, long time. However, demographics have started changing and in recent years. There are some new residents who sound just like you OP, who complain about the day time noise of the barbers and expect it to be quiet. You actually sound a bit of a nightmare with that number of complaints.

We've been here much longer than current business owner & much longer that the previous problematic pub owners. Pub isn't relevant p, but fir clarity, we lived here without problems for over 10 year. Combination of brewery selling off pub & new owners thinking they were onto a goldmine, illegally ripped out sound proofing for extra space & sneaked through a music licence. Meaning we had several years of hell, as did the rest of this end of our street. Finally sorted out when pub was renovated & sound proofing replaced. No complaints since & we love our current pub neighbours as they take responsibility for keeping any noise to a minimum.Not relevant to this complaint/my question though🤷‍♀️

We've been here some 19 years longer than the currentwailing banshee & had hardly any problems with at least 4 different takeaway owners over the years. I thought I'd mentioned that in my OP

No restrictions on takeaway, only us with the pub. We can't sell alcohol 😂

Take away has restricted opening hours. He now complies with the opening hours after being caught breaching his permitted hours, but at least once a week, often more works through the night in the kitchen
