Is this landlord taking me for a mug?

I'm considering moving into a flat which is above a restaurant.
There is gas and electric.
The landlord lives upstairs and says the electricity card needs to be bought from him and entered into the meter. This is because it's all on a special business restaurant rate thing.
He says it usually isn't more than £20 a month.. but this is for lights, tv, all sockets, fridge AND oven and hob.

He says the gas is £60 a month flat rate paid to him. This heats hot water and c heating only.

I'm thinking when I move in, the electricity will run out very quickly and £20 will have been a load of bollocks. £60 a month for heating and hot water for a 1 person flat, with an electric oven.. really?
I am concerned I do not have control over my provider or tariffs.
I pay £100 a month where I am for full electricity, so I don't know how £20 could cover it at all (even with elec heaters considered)

Am I being over cautious?

I would not feel comfortable with this arrangement. I would look around to find another flat. Is that an option for you?

Yes, I think you are correct in thinking this is dodgy. Utility bills are essential for proving the right to get a library card or financial services. You also need to see the meter to know if you owe more at the end of the tenancy.
I'm an LL and I wouldn't do it

Thank you for your replies. The meter is visible for both, so I can see what I'd be using. Yes the lack of utility bills in my name is weird. I'd have my own council tax account though and Internet.

Definately dodgy in my view. I suspect you might be paying for his gas or contributing to it. Electricity does not sound correct either.
I would carry on looking for a new place.

Sounds dodgy. Maybe he is sub letting when he shouldn’t which could make your home contents insurance invalid.

This is dodgy, but I have a 3 bed house and our electric for the same as everything you mention is only about £25-30 a month on pay as you go, so £20 for a smaller flat doesn’t seem too far out

It's a really nice flat and there isn't anywhere else affordable and nice near by :(
