Rubbish bags and cats (or maybe birds)

In our area we have to put out our non-recycling rubbish in a bag bin liner.

Every single time we put out the bin bag at the beginning of the day.
Every single time we come home to find a good quantity of the proportions of the bag liberally strewn over the pavement.

I am assuming that it is cats (or possibly birds) that are attacking the bag, creating a hole and the rubbish falls out.
Does anyone have any suggestions as to how to deter them?

It's foxes in our area that do that. No idea how to stop it though.

Foxes. Only way is to put it in a bin. Or maybe try off the ground if they won’t let you use one (and why don’t they)?

I doubt it's cats. More likely to be birds if in the day, foxes don't tend to come out then.

We often see foxes out and about in the day - especially on bin day!

Bin collection is very early where we live so everyone puts them out early (never the night before) so the bags are only out there a very short time.

But my daughter’s collection is nearer midday and in her area many bags are ripped open and the contents strewn around.
I suggested for her she sprays citrus air freshener on the bags and that seems to have worked in deterring cats. Wouldn’t deter birds though.

Apparently she now uses diluted Zoflora Citrus in a spray bottle.

Foxes don't seem to be nocturnal any more. (If they ever truly were - I always used to think they were but they certainly aren't now!)

Our foxes are certainly not nocturnal, they lounge about in the garden in sunlight and use the sun lounger. However they do crap at night when no-one is watching.

I'd say foxes too. Our local fox is regularly cavorting around our garden during the day, cheeky bugger.

I don't see foxes in the day here, but we are semi rural (back on to fields) so could be different depending on where you live I guess. If you see one in the daytime here they are generally sick.

We have wheelie bins, which is much better than leaving bags out.

I've never seen foxes, but that's not to say it isn't. It's a fairly busy residential area which I suspect would put them off during the day.
I'll try citrus and putting the bag on something - thanks.

If you leave the bag in a bin, they won't collect it. I personally think black bin bags are in themselves rather contra the issue of trying to reduce waste, but I'm not going to change my council's mind overnight.
