Letter wording

I fell behind with my council tax when I was unemployed and they have just applied for a wages now that I am working. I know council tax should be a priority and it is now I’m back working.

What I need help with is the wording of the letter. It states that £4 or 19% of earnings exceeding £122 will be deducted. Is that any earning I earn over £122 or is it 19% of my whole wage as it’s over £122. Just trying to budget but can’t as I’m unable to work out which it is, which may be me being stupid.

I would read that as only that part of your earnings exceeding £122 will be subject to a deduction. Is £4 the maximum they will deduct? How much do you owe in total?

I owe £1983 including all added fees. It’s either £4 or 19% of earnings exceeding £122. That’s weekly. My gross weekly earnings are £204 and I currently get take home of £189.

Does it not say "the lesser of £4 or 19%..." - at £4 pw it would take over 9 years to pay that debt! So I'm assuming that they will take more if they can which I assume would be 19% of (204 - 122) which is £15.58 pw. Maybe phone them to check?
