Baby boy, brother is Hugh, surname is one syllable and starts with B.

Prefer traditional names but ideally nothing to overly common. Flexible on middle names.

I suggested Tom and Toby, but that means TB initials if you don't have a middle name. Not too bad (my DCs initials are worse). Or you have an A middle name for TAB initials, Arthur?
