It's certainly at best lip service to public safety. By DfT's own stats "excessive speed" is the primary factor of only 4% of accidents. And within that 4% are all the cases of within the speed limit but too fast for the conditions (eg: weather, traffic, etc).

Poor observation is 64%. Where would you look to improve matters?
