It could be hypoplasia but not sure 🤔 as the photo is blurred.

Makes me think as he's being tested for coeliac disease and I've read enamel problems are common in coeliacs 🤔

It's not chipped just kind of appeared recently but can't he brushed off

Enamel hypoplasia is difficult to attribute to one single cause.

It's either a small chip or a small hypoplastic area. If it's appeared recently its more likely to be a chip but it could be a chip as a result of hypoplasia.

Either way don't worry too much about it, mention it to your dentist next time. They should be able to see if there are any other areas on his teeth if it is hypoplasia.

There are plenty of people with hypoplastic/hypomineralised teeth. It could be caused by many things.
