Need advice

So I moved into a flat last month, I have severe asthma and joint issues and when I moved in I was informed lift is typically working and has rarely broken down, yet since moving in have had no access to lift and have had multiple asthma attacks. I was clearly seen using lift on viewing day on cctv. Also, heating in living room hasn't worked nor has shower on my bath slightly since moving in. And recently have endured quite aggressive harassment since asking resident to turn the noise down who has followed me and obstructed right of way, Due to this have been away to avoid anymore harassment off individual or danger while police conduct investigation. I have received a letter under door (of massive apartment complex since returning) how my bike which I was told on day of move in I was allowed to leave on first floor asking as it wasn't obstructing fire escape has been moved because apparently I have received multiple warnings about this? I have been in for barely a month and never received any letters during this time nor is it listed on letting agreement. What rights do I have in regards to getting my bike back immediately or monetary value due to insufficient notice also what rights do I have in withholding rent due to failure to provide adequate living standards?

I don't know about all the other things but keeping a bike/pram in a communal hallway is not usually allowed as it contravenes fire procedures.

If you had previously read my post it was not blocking any fire exits was entirely out the way, was not listed in my contract and was informed I was allowed to leave said bike there

It’s quite rude Jamie to ask for help then snap at the first person who replies.
pal is quite correct, it is not acceptable to leave anything in the communal hallway- whether you think it’s out of the way or not.

You are very much mistaken, I am point8ng out that section has been covered that is how you are interpreting my message I have not snapped that is how your mind is reading the message how comical. I work within a similar sector so thought I may check with like minded individuals however it appears individuals responding do not understand the functionalities of present laws in place so do not require a response from yourselves if you are not educated in the matter, cheers.

And as I had stated reasonable notice was not given for me to even move my bike therefore it is illegal and classed as a theft I was simply seeking advice in regards to further action.

In the event of a fire it would be a hazard even though it is not blocking a fire escape.

Withholding rent is not an option, what steps have you taken to get the living conditions remedied?

I swear noone here reads a post? As stated I have messaged the LA on more than one occassion with the promise it would be fixed on multiple occasions. And no I have already stated it is legally not classified as a hazard so please refrain from commenting the bike is it is more than ten metres away from stairs area with no nearby fire escaped surrounding it, no-one physically goes anywhere near the bike even when passing on daily commute, also as stated IT ISNT IN CONTRACT AND I WAS INFORMED THE BIKE WAS ALLOWED THERE AND WAS A CONDITION OF MYSLEF ACCEPTING THE PROPERTY

Actually everyone as I work I tenant laws as previously stated now, I am within my rights to withhold rent if LA does not maintain livable aspects of tenancy within reasonable time and again this thread is only for those who also work in field.

If everyone left a bike there it would be a fire hazard, I think you have been mislead
One rule for everyone, no bikes to be left in hall way

Leaving obstructions in communal areas is pretty much a nono anywhere. It's a hazard.

Not least because in the event of a fire some people would try to take their bike or large item out with them and potentially obstruct others from reaching safety.
