DD's one to one is a lunchtime supervisor

DD is 3 yo and has global developmental delay. She attends a mainstream nursery for 12 hours a week. The local authority granted this much funding for higher needs one to one funding. However the one to one dd has been allocated is a lunchtime supervisor. She is a really nice lady who adores dd but English is her second language and dd has speech difficulties. The lady does not have any teaching asst qualifications and even the SENCo said something about her English not being strong. I feel dd needs someone to push her along a lot more in her learning. I wonder if it's worth mentioning something to the SENCo as I am meeting her today or is this normal in schools?
Another girl with SEN who was in the nursery last year, had a great TA who has gone onto other things now but she learned Makaton to help the child she looked after. My dd's TA has not done anything as such.
Advice would be appreciated.

So found out from the Senco today that dd's main quality input is from the teacher I would be questioning how this works as if your nursery (ours is attached to a school as well) is as understaffed and busy as ours the teacher has very little time to spend with children individually, that is why the children that qualify for 1:1 support are given 1:1 support.

The fact you are only at draft ehcp is your advantage. You need to make sure the recommendations by the experts (the SALT and Ed psychiologist) are very specific. Ie, how many hours a week, how much experience that person should have and what level of qualification they should have. They have to stick to what is in the ehcp so by and large the LA will try and be vague. Can you take a look at the educational psychologist report and see exactly what they say about the support needed. The same for the SALT. The EHCP is a legal document and must by law be followed. It's very important all information put in it is specific and quantiative.

Please take a look at the IPSEA website and book a session with their helpline who will advise you on the draft copy of your ehcp. It sounds to me as though the advice from the experts is woolly and the school and LA are using that to their advantage. Ie, have they by any chance put 'should have up to x number of hours if 1 to 1 support from an adult' but not specified qualifications and training? Have they also put something like 'would benefit from up to x numbers of SaLT per term'. This sort of recommendation is not specific and allows schools and LAs o do pretty much what they like so on paper they have fulfilled the legal obligations of the EHCP. You need to think if the EHCP as a prescription. Would you accept a vague prescription from your GP?
