Debt recovery/Road tax

Face palming because for the sake of about £18 I now have a £80 fine.

I messed up a bit with the paper work for my scooter in that I haven't kept it up to date and not I have a debt recovery notice for not paying the Late Licensing Penalty.

  • Moved from address 1 to address 2 in 2015, I updated my drivers license to show address 2 but forgot to do the V5C. Barely used the scooter anymore so it slightly fell of my radar.
  • Moved to address 3 in January 2017, scooter stayed at address 2.
  • The scooter was taxed until December 2017. I tried to reinsure it but got declined for a stupid reason so that was the end of it being ridden it's been in the garden ever since.
  • Moved to address 4 in March 2018 and then address 5 in June 2018. Drivers license now shows address 5 and V5C still has address 1.
  • I got the debt letter today at address 5 but the DVLA must have sent an initial letter somewhere, address 1 I think.

Can I appeal because I didn't get the first letter or will that get rejected/me in more trouble because I didn't update the V5C?

You can be fined £1000 if you don't change the address on the V5C, so it would be better just to pay the £80 fine.

Need to badger my parents to send it off as log book and scooter are miles away with them

Similar situation happened to me and I got fined £80 for not having tax then 2 weeks later got another fine of £30 for the car being spotted on the road.
